Terraform by HashiCorp is the most widely used infrastructure as code (IaC) tool, enabling teams to define and provision infrastructure using a declarative configuration language (HCL). Terraform supports hundreds of cloud providers and services through its provider ecosystem, making it the standard choice for multi-cloud infrastructure management. The platform uses a plan-and-apply workflow that shows the exact changes that will be made before executing them, reducing the risk of unintended infrastructure modifications. Terraform's state management tracks the current state of infrastructure, enabling drift detection and incremental updates. Terraform Cloud provides a managed service for team collaboration, state management, policy enforcement, and private module registries. The OpenTofu fork has emerged as a community alternative following HashiCorp's license change from open source to BSL.
